Hashim Wasswa Mulangwa is a seasoned development economist and climate finance expert with over two decades of experience shaping economic transformation and sustainability agendas across Africa. As Strategic Advisor to the Rwanda Development Bank (BRD), he leads the Advisory Services and Climate Finance Department, focusing on green financing instruments, carbon credit structures, and climate-resilient investment strategies aligned with national goals. He is also Founder and CEO of BG Green Systems and Solutions, supporting public and private institutions across Africa in climate mitigation and low-carbon development. Hashim’s expertise covers green industrial policy, renewable energy, sustainable agriculture, and climate-smart infrastructure. He has held executive roles at the Global Innovation Fund, Tony Blair Institute, DFID/FCDO, and Adam Smith International, overseeing major investments, reforms, and institutional transformation. Holding advanced degrees from Harvard, Strathclyde, and SOAS, he has been instrumental in designing blended finance tools and policy frameworks that integrate climate risk, mainstream ESG, and catalyse private sector climate finance engagement, exemplifying a multidisciplinary approach to resilient economies.
