Khwezikazi Windvoel
Green Finance Specialist, Presidential Climate Commission of South Africa
Khwezikazi Windvoel is an infrastructure and climate finance practitioner with over a decade of experience in transaction advisory, capital raising, and stakeholder engagement across Africa. She specialises in structuring blended finance mechanisms, mobilising investment for high-impact climate, infrastructure, and innovation projects, and bridging public–private sector priorities to drive sustainable development. Her track record includes leading the design of green urban infrastructure finance models with the IFC’s APEX Green Cities programme, spearheading the Just Transition Financing Mechanism at the Presidential Climate Commission and, as Portfolio Lead for Implementation of the JET at Municipalities at the JET PMU under the Presidency of South Africa, advising municipalities on scalable, bankable investment strategies. Khwezikazi’s work has contributed to unlocking climate finance for cities, enhancing municipal creditworthiness, and advancing inclusive energy transition pathways. She holds an MBA from the Gordon Institute of Business Science, a BSc in Construction Economics, and additional executive training in Sustainable Finance from the University of Oxford.
