Patrick Kwabena Stephenson is a strategic economic policy expert and thought leader with experience in research, strategy design, and implementation, specializing in fiscal and monetary policy, natural resource economics, and development finance. His recent work focuses on climate finance (including global governance frameworks, carbon market instruments, and green bond mobilization), reforms to the global financial architecture (particularly MDB/IFI innovations and sovereign debt-climate linkages), and strategies to scale private capital for climate action in emerging markets. His consulting experience has seen him manage US$1M+ high-impact initiatives shaping policy across trade, agriculture, mining, and energy sectors, while advisory consulting roles for the World Bank, UNDP, International Budget Partnership, Natural Resources Governance Institute and OTT, have strengthened PFM systems, mainstreamed climate and sustainable finance, and reformed private sector development strategies. Patrick’s expertise in research synthesis and cross-sectoral stakeholder engagement uniquely positions him to bridge theory and practice. He integrates climate-economy policy levers—from carbon pricing to blended finance models—into institutional reform agendas. A Mandela Washington Fellow, Atlas Network Fellow on Trade, a board member of Africa Centre for Digital Transformation, and he steers the World Bank Ghana Youth Voices’ governance committee.
